Victoria's capital is the garden city. It has an unruffled elegance and style of its own. Located at the entrance of the Yarra River at the northern end of the nearly enclosed bay, Melbourne and its surrounding coastline has some of the finest temperate diving in Australia.

Melbourne is second only to Sydney in the number of dive shops within the metropolitan area and outer suburbs. Most offer weekend dive tours to sites at the southern end of Port Phillip Bay.
